Change 3ds files rescaling and reducing polygone amount

Job Description:
We are a lighting manufacturer and have about 200 3ds files of our products. Unfortunately, some of them are in the wrong unit of measurement (m instead of mm) and the number of polygons is too high. We need the products with a polygon count of about 2.000 - 3.000 polygons ,for large/complex luminaires even 4,000 or 5,000 can be used., so that these can be used without problems in the software Dialux (light calculation program) as 3d files. Dialux can be downloaded and used for free for testing if everything works.
We are looking for someone who can prepare these data, so that they can be used in Dialux and are recognized there with the correct unit of measurement. Dialux is not a requirement for the person to change the 3d files , the files should just be useable in the software Dialux .
