Create a 3d cutscene for a mobile game

I have 3 characters, 2x bank robbers 1x police man,

I want a scene of the robbers leaving a bank that has a open door safe/vault (I have model) showing some money still in it and a trail of money outside the vault. Then next scene shows 2 robbers climbing down from drain pipe, when there at bottom the police man sees the 2 robbers and chases them, there getaway vehicle has be surrounded by police cars (I have model) both robbers see this and then look at each other then run towards a road.

this scene should be about 8-12 seconds long. Please send me a reasonable offer as i am on a small budget thanks
