Notifications bug in a React Native app with AWS backend

Job Description:
App functionality:
NewSplitter is a news app where our registered users can:
read articles
comment on articles
Answer other peoples comments
like comments
The app sends notifications inside of the app when another user liked or in any other way interacted with their comment. This notification is only seen inside the app. Se picture 1 and 2 in attached doc.
What we need help with:
Earlier the app could also send notifications to the notification center of the device that was used. So users get notified even if they are not using the app at the moment.
This functionality has now stopped working and we need help to fix the problem.
The type of notification that has been working before and we need to get fixed is in this prioritization:
1. When users answers a commend
2. When users likes a commend
3. All other interactions with comments
