App/software development for message notification idea

The idea is to have a notification system installed in providers desk top and integrated with dispense software
I would like to know a suitable way of informing the customers into their MOBILE that their orders are ready and possibly with a ticket number or some code number plus the information that their orders are ready. Any other system rather than a sms is preferred. Planned to use that app/software as SAAS .So please note this point when giving any info. The software/app could be installed in desktop ( not mobile ) from provider end and it can function like ADMIN where by previous sent messages can be viewed and more details sought. Possibly like an excel sheet where the messages are sorted with time sent, name, order list etc one by one in ascending time sent way.
