First I need to make clear that this is to be done in the UNREAL ENGINE 4 BY EPIC GAMES. Some have missed this part so I want that understood first.
I want to be able to do something with unreal engine 4. Basically, I need someone to teach me or write me an easy to understand tutorial (or give me a video) that shows me in the most straightforward way possible, how to make so that if I hit another character with like a punch or a kick or any other type of animation, that the hit character will react to the hit at the point of where it was hit. For example, if I punch another character's arm, the arm should show the hit by swinging back or whatever reaction is appropriate. I don't want the whole character to do a generic animation reaction where the whole body moves, I need simply for the hit reaction to be localized to where the hit occurred. With that knowledge I should be able to example make a karate dummy(those rubber practice ones for example) in which if my character punches the face, the face tilts back and forth, etc. I've tried going through tutorials on YouTube and the unreal marketplace, but either it's made overcomplicated, or too damn long since it is integrated with previous videos that I would have to watch which discuss things I don't care about. I prefer that we use some of the newer unreal engine 4 builds like the like 4.19, 4.20, 4.21 since Epic Games has done alot of interface modifications making it difficult to follow old tutorials. I don't want anything over complicated. I just want to be taught a good straight forward procedure so I can work that into personal hobby projects on my own where I have a character fight enemies with kicking and punching and having good reactions when hit. I think if anyone out there understands this they shouldn't have a problem understand what I am asking for. One example to look at maybe a game called Gorn, which is a VR game where you fight enemies in a coliseum and hits taken show where the hit lands. Hope to hear from people on this

Some more added clarifications:
-I want the character I want to hit to be able to also walk around so they can be attacked, not just still characters
-Also in the unreal engine, I need it to be able to be done in blueprints, not requiring any c++ programming.
-a complex ai is not necessary, I can do that part, i simply need a basic framework where I can have them animated walking around and still be able to attack and hit them
-Sorry it seems that that was not clear, so please look at the video links for a game called rise to honor ([login to view URL]) or a VR game called Gorn sold on steam.
-probably a basic framework like Gorn would be ideal, it doesn't have to be as great as that but it just shows how an enemy can move towards you and you can hit the enemy and the hits show at the appropriate place where you hit the enemy.
