Arduino TSL to pixel tape tally converter programming

I need Arduino programming to do the following.
Accept TSL UMD Protocol from a Ross Carbonite Switcher via Ethernet.

Control portions of Pixel tape based on those signals.
Screen for information and menu control for routing of tally signals will be required.

Configuration will be saved to SD card in CSV format.
Hardware - Arduino Mega, Ethernet shield
Please only apply for this project if you have plenty of experience with Arduino programming and a reasonable knowledge of what tally lights do in a broadcast environment.
I have basic knowledge of Arduino programming, but not enough time or knowledge to do the whole project. I will however require the commented code for future small revisions which I will do myself. I also have several ideas for future major revisions which you will be engaged to perform should this project go well.
