Build Small Project with ASP.NET WebForms

I want a small project to be completed which should be based on ASP.NET web forms. It consists of max four pages , 3 roles. Detailed requirement will be attached latter on
1) End User will login and open the form ( initially it will display the fields in english) and after opening the form in the same page he should have option/button on top to select Arabic so the fields will be displayed in Arabic. For every submission a unique value ID be generated based on business rules .
2) User will enter a field, validate it, and can attach multiple documents and submit
3) The System then Notifies another role say officer where he can Edit the fields and if he is ok then he needs to attach a document and Approve it(If Approval then attachment is mandatory ). If not he will Reject it.
4) End user will be notified about the Approval/Rejection and he should be able to download the attachment provider by officer if it's Approved.
5) Also end user should be able to see all the requests submitted by him and should be able to download the the attachment provided by officer.
6) System should trigger emails and SMS based on business rules.
7) This will have Search Screen where user's can see all Submitted requests and take necessary action.
There is no workflow involved in this and only Form Submission page for end user, Search Page for end user, Search page for Officer, In Search page results it will have options like View/Edit/Download where End user can just view and download, officer can Edit/View/Download.
