Jira Work Management template development and approval workflow

We am looking for a Jira Work Management template and/or Jira Marketplace plug-in developer to create and set up a workflow for enterprise business cases. This will entail a business case creation and tracking template coupled to workflow rules and approval and update mechanisms. We are clear on the workflow required, but the actual mechanics and architecture are still in development. The flow will require the creation of a business case in a guided template, the assigning of resources in a RACI format, approvals from stakeholders at various stages, and the continuous updating and further approvals of the tracked business case as it plays out over time. There may be multiple checks and balances required (e.g. gates for continuation based on approvals). Quite some detail in terms of financial outlay and benefit tracking will be required. We are looking to hire an experienced and knowledgeable freelancer to aid in three areas: 1. Design: what is possible with Standard Jira Work Management instances and customer templates vs the requirement to develop a plugin. 2. Vetting of workflow ideas to practical execution. 3. Development of the solution.
