Azure tenants, Microsoft Graph, SAML, Scim protocol, OpenID connect and OAuth 2.0 for Office 365 provisioning

We are looking for a developer with the proven EXPERIENCE of making a provisioning solution to automate creating Office 365 users and setting their relations in Office 365 using Microsoft Graph and Powershell. Also, you need to have proven EXPERIENCE with SAML, Scim protocol, OpenID connect, OAuth 2.0, and Azure Tenant management. The objective is to make a platform where the user can log in with his Azure account, then automate Office 365 provisioning and run Powershell scripts from our SaaS application to target Office 365 tenants. You also need to have proven EXPERIENCE with multitenancy and multitier tenancy within Office 365/Azure. When an admin user logs in to our platform, the user can manage tenants of different customers with his credentials. The user should be able to execute the Powershell scripts set in our database based on a scenario that the user can create with some builder in our platform. When storing the Powershell scripts, the user should be able to execute the scripts by triggering a button within our platform. The idea is that we want to give users the option to execute Office 365 user provisioning by using Microsoft Graph API or that the end-user can extend the provisioning by saving his Powershell scripts in our database. The consuming of the Microsoft Graph API or executing Powershell scripts needs to be authorized based on multi tenancy authorization.

The code needs to be written in C# and asp.net core. We have already found some good Github projects which can be used as starting point. Of course, if you have already a working solution for our needs so you can integrate it in our solution, then that is a big plus to select you.
