Windows desktop image compression software

I need a c++ programmer to develop me simple windows executable software.
This software will be able to allow users to login to there ftp account and it will download the folders. In the folders will only be images. Jpg, gif, and png images.
I need it to be similar to my software on [url removed, login to view]
I need it when the users browse threw folders it need to show a thumbnail of the images and its original size and a compress size, then compress ratio.
The users must be able to compress each image up to 10 different levels of compression.
When done, they can click finish and the new images automatically upload to server.
Need simple interface with windows option like close, file, open, etc.
Also need to be able to list image by largest to smallest.
And last some kind of registration, so that the person must register the software and only one person can use it.

I have done quite a bit of image processing/Window Applications. I can do it in VB.NET. But if you do not want the .NET framework, I can do it in plain C++/Qt framework. Please ask questions to me for clarifications.
