Write some Software - Pixel Colour Counter

I am looking for a simple program to count the number of pixels of certain colours - that can be dictated - in an image file (png file to be exact).
Stereotypically I will be using the same colour palette of 52 colours, but I would like to be able to dictate the colours (in either RGB or Hex - not important) or change these colours if I so chose. So this software should run through the series of colours and output a result of the number of pixels in that image that image that of that colour.
My staff have advised that this could be done easily with C#, and would only take them a few hours, but this is time better spent on critical functions for our business. Quote from my dev "I would just modify that if statement, and use a switch for each case."
