.Net app to read Jira and then save to a SQL server database

Just a small project, I need a .NET app to retrieve Jira issues and save to a local SQL server database.
1) First time it downloads all the issues from Jira and save to a SQL server table. [login to view URL]
2) Update the log table (also on local sql server ) with the timestamp of step 1 above.
3) When it runs next time, the UPSERT (insert into SQL server table if new, update if already existed).
4) Update the logging table again with timestamp in step 3.
