Build a maintain Search Engine, Web Index - Function as CTO of Search Engine Start-Up

Multi-year project: rapidly deploy, maintain and expand online search engine (SE) and a proprietary web index (Index) focused on USA users with specific political interests. Expected budget tens of thousands of dollars over calendar year.

Intended customers are American, primary interest is English language queries, and some, at a later date, on Spanish.

We seek a person or more likely team, maybe more than one team to perform and continuously support tasks listed below.

Think of it as a CTO role with a financially lean, rapidly growing start-up.

Your bid requires: guidance on how you will meet the requirements listed below, cost, length of time needed. Together, we will split it up into milestones, pay upon successful completion of a milestone:

1. Search Engine (SE) implementation on our domain, capacity of at least 1,000,000 searches per day, could be Amazon OpenSearch, Google or Bing API or other SE instance, please explain why you prefer one or the other. We see no reason to develop a SE unique to us, unless there is a compelling reason;

2. Create, support web index (Index) of “friendly” (ring fenced or white list) web sites to be used for our searches using our SE. To distinguish our searches, we want our search results to be from the web sites we ring fenced, and have initial list of 100+ websites to be ring fenced, the list will grow;

3. Index includes websites, video (YouTube and other sources), social media (Twitter, FB and other accounts) including very large and dynamic websites like [login to view URL];

4. Functionality across platforms and operating systems, PC, laptop, pad, phone and different operating systems: Android and iOS. We are very interested in ease of setting our site as default search page on all platforms;

5. Short cut to use our SE as default (see [login to view URL] website), create a “set as default” easy process, approved for both Apple (iOS) and Android (Chrome) to do same on smart phones. Must support approval process by any documentation and interaction required by Apple, Google, etc.;

6. Identify cloud and and/or other resources (hosting, licenses, software) needed to implement and provide SE with capacity of up to 1,000,000 searches per day;

7. If a search cannot be adequately responded to by our SE relying on our Index, search must default to a main search engine like Google or Bing;

8. Develop and implement templates (term and site weighing) to ensure that we have best and distinguishable search results for our core searches;

9. Integrate advertising with Google or Microsoft Advertising, Taboola and other ad vendors, general ad management and placement, develop key word auction functionality enabling us to sell key search words directly to advertisers, work with Google, Adobe, other direct sold exchanges;

10. Graphic User Interface (GUI) for users - search result landing page, reflecting different types of ad placement and optimization.

11. Network Operations Control, monitoring and ensuring network availability;

12. Online security, communications (email, project planning software, etc.);

13. Analytics, popular searches, search instances, traffic, etc., A/B testing of various GUI, messaging;

14. Support lower skills staff in the development of a robust social media presence to support SE project;

15. Deploy as needed additional websites featuring sample searches and other information about our SE, integrate low cost employees into technical tasks, support administrative and corporate functions, project, payroll, benefits, calendar, communications and other management software and tasks.

16. Updates, reporting and management of IT matters related to project’s functioning.
