Configuration File Processing .NET CORE

I have a demo program that reads data from a webservice and writes it out: [login to view URL] It does not need to display data to a webpage or write anywhere except to a log file (Serilog) and a configurable database connection.
The problem is I don't understand the Configuration of .NET Core apps
My understanding is I can read information out of json: information I need is in the sample: oscar.runtimeconfig.json.
I understand the syntax for getting information out of Configuration would be similar to the [login to view URL] file I have attached.
If you can use Startup on a project like this I'm not sure ([login to view URL]).
I have also seen an example with Global Settings:
[login to view URL]
The task, set up a C# class that will allow me to read settings into that application. This should be flexible enough to change from dev to production settings without a code change.
