Shaft counter controller

Job Description:
I'm needing help sourcing and or designing the electronic portion of a consumer product that requires the operator to start the machine manually then have a counter that counts revolutions' of a shaft then send signal to shut the machine off. A "nudge" feature would be required to get the starting point correct. I will not be using stepper motors I will be using a 9 or 12 volt system. the dc brushed motor draws about .3 amp max. The project would be 2 stages. stage one would be a board(s) for prototyping. then a finial production design. the prototyping board physical size would be in the 2 x 2 inch max.
