Terraform Mars - A workshop Immersive Expreince

We are looking for a coder who will be able to make an interactive interface on a touch screen devices for us.
The Show Concept
The show is a game theatre production about terraforming Mars. Essentially, Earth is quickly becoming uninhabitable, so humankind is making one last desperate attempt to terraform Mars into a new home.
For the test we are hoping to have a screen which is mainly a map of Mars, audiences can have basic interactions with this map as explained below. An important thing to note: is that we would need to have a user friendly back end, which a Game Master could update themselves without needing to code.
The Interactive Map:
I have attached a picture of the map that we're currently thinking of using. Essentially, this map will contain all of the information about the world that the players will need. The team will have access to the map in their room, and be able to click on various parts and see live updates. It will need to have a lot of information which can be updated live from a backend room, and we would love to find a way to automate some of the updates if possible. The map will need to have a number of sections with different information.
The map is broken up into hex tiles. When players click on the tiles, they should get a readout of important information. In the beginning of the show, there will only be information about the space (resources, radiation levels, weather reports, terrain, etc. We'll give you all the info, or we can input it ourselves if you can build us a way to do so). As the audience decide to start doing things to the region, we keep track of that (make a note of each building that's been built, people, political influence, etc.). When the audience decides to build something, we might also need a counter for how many days left until the building is built. We'd like a graphic but don't need one to start with. Just a functional data update for each tile on a pop-up menu or something like that for now.
As audiences start building colonies on Mars, they'll begin acquiring resources which can be used for various things (more buildings, trading, keeping the colonists alive). They'll also start with a set amount of resources, and can barter for more. We need a way to track of the team resources, and give them a readout of whether they are projected to gain or lose resources on subsequent turns (like how in the Civilization games it will track whether you're losing or gaining gold per turn). We'd also love to find a way to automate the calculation of resources so that our performers don't have to do the maths.
We also need the resources to be editable live from the back room. Audiences are simultaneously working on a number of tasks, some of which utilize the resources they've gained. We need to be able to manually change the resource values based on what the audiences want to do in the room. We also are considering letting the audience build buildings without going through the GM, in which case we would need a drop-down menu for each tile which lets them spend resources and start a building on their own (for instance, if they want to build a factory and they have the resources, they can select a tile and hit "build factory" from a menu for that tile).
We'd like to have a big clock above the map that tracks the time on mars. It will be a 24 hour clock which moves a lot faster than real time, and stops when it hits midnight. Mars's day is actually closer to 24 hrs 30 min, but we want to stop the clock at midnight to allow for a "dark hour" so players can do some espionage/sabotage to their competition. Then, when both teams are ready to go, we can start the clock again which will begin the next turn/day. I think the best way to do this is just to give the GM a button to start the next turn.
This will just be an area where we can put information that will need to be displayed to the team.
