Forcing Datetime Picker to 24 hours format instead of 12 hours in Front End in Odoo 15 Portal.
note: field type in portal view is datetime-local.

The issue here is that it's always being converted based on the User's System Format. We need to make sure that the format of Datetime Picker is 24 hours format.
