Expandable Temperature control system - Siemens TIA

Job Description:
I need someone proficient in Siemens TIA portal to write expandable software for a brewery fermentation control.
From 1 to 25 fermentation vessels.
On/off control
Pt100 sensors via 4-20ma analogue input
Digital output to enable cooling (or optional heating)
Main screen to see all set points and process values
Config screen for each vessel
Overall Calibration screen
Anything else required while writing program.
Realistically it's a few standard PID function blocks, handful of code networks and a few HMI screens, I just don't have time to do it.
