As a gift to my daughter, an engineering student, I want to give her a device she needs for certain experiments she is conducting that require her to lift fibers from a shallow pool of liquid (say, 3" by 4" by 1/4" deep) at varying rates of speed, between approximately, 1 inch per minute and 1 inch per second, to rap around a spool of protruding fiberglass rods as the fibers are extracted. She can begin the extraction process manually by just putting a q-tip into the liquid, extracting the fiber then manually attaching it to one of the fiberglass rods before the servo is engaged and the rods start to spin to collect the fiber, just like wrapping fishing line around a fishing reel (fiberglass rods are used so the fibers have less points of contact with the reel). As much as possible the parts should be non-metallic (except of course the servo for which she can 3-D print a shield). The fibers are light-weight so I assume this can be done with a small programmable motor/servo and PLC. I am not an engineer so will need your help both to design and build. Please respond only if you feel fully capable of doing this efficiency.

You would probably want a stepper motor rather than a servo motor. Connect it to a controller to set the speed. Rods radius can be used to calculate the draw rate
Need to purchase micro-controller kit, servo motor and rotary encoder. Program the controller to set servo speed as per rotary encoder turns.
