Picture ID and Catalog using Facial Recognition

I need an iPhone and Android app. I would like it designed and built.
App has 3 main features.
1. Using Face Recognition technology, it will be able to scan and catalog physical pictures based on a database of the same exact pictures. For example, picture "A" is scanned w phone, it gets compared against picures in the database that look just like it, and adds it to a user's Personal list. a
This among a few other DB comparison features.
2. Able to search other website's pictures for sale
3. Create a social platform for group and personal DMs
