Update: Thanks for responses so far, even if half were received without reading the requirements. I looking for responders to give a bit more substance, not just ask for a chat. Show me you understand the project; do you know what sport it is? Show me examples of a game that uses the same method for placing the targets even if its not your work. At least I know you understand the requirements. Even better build a tiny map of 50x50 cells, make up a feature and show me how a creature moves around the map and the feature. Note this project will not be graphics heavy. The maps are very basic there is not a lot of artwork. The skill is in the user interface and in the creatures moving around the maps.

We are looking for a partner that can articulate their understanding of the game back to us with the recommendations of the software they will build the game in. The hardware needed to support the platform, time and plan for the build and examples of similar previous work/The game must be built in software and to standard that allows it to be purchased from Steam. We are not software experts so we do not have preconceived expectations of any particular software but we will look across prospective partners and question anomalies in suggestions.
We are looking for indicative quotes at this stage and we will select a small number of prospective partners to sign a NDA and move forward to a slightly more detailed tender stage where you will be able to ask questions.
Whilst price is a driver we will make our decision on a number of factors and therefore the lowest prices will not necessarily be selected.
We will need a partner that can work on delivering in small manageable stages and will pay on completion of stages unless a stage has a very long delivery time.
