Build a SAAS WEBSITE where users can send text to a customer to review business in the platform

Basically this is a SAAS service.
I want as a user to type in customers numbers in the website. Then send them a customize text and url as Text message. Then customer will recieve the text. That url will make the customer review any business from google reviews, yelp , facebook review and trip advisor review.
