Need a deals/events website that talks about money. Careers, investing and deals/promotions/events

I need something like a financial website, for common people to discuss on career, money, investing etc

1. Deals and Events in the form of tiles like ([login to view URL]), and other similar deal/promotion/events website in Singapore. Would like the website to look professional yet not too complicated for use.

Allow users to post deals/events and pay for it based on number of days - this is Featured deal/promo/event

Users can also post Free deals, subject to admin’s approval.

Paid deals/events appear first and can customize tile border, text color, title background etc

User can choose to pay to “feature” a deal that was previously not featured.

Allow users to like, share, comment on deals/events > * allow users to be awarded points based on sharing of deal/event to facebook/twitter etc. This points system is optional. Admin can decide each sharing is worth how many points

*Geo-location (optional) to show deals/events nearby.

2. Forums – standard forums features like vbulletin or other types of forum software

3. Articles – work similar to deals/events

4. Blog for admin and certain usergroup

5. Allow creation of pages like static pages

6. Newsletter module – allow admin to create newsletters to be sent to registered users

7. Allow google/other ad banners

8. E-shop *optional. Allow redeeming of item via points mentioned in #1, or to pay to buy merchandise

Would like to break the project into phases. Please propose the CMS/framework and advise separately for optional features
