Migration of legacy Silverlight app to HTML5

We have a legacy Silverlight app that needs to be migrated over to HTML5. The existing backend would stay in place; communication between frontend and backend is entirely based on SOAP. The preferred technology stack for the new frontend would be Angular/Redux, but we are open to other suggestions if it helps lower the costs.
The process we have in mind:
1) You apply to the job
2) You sign an NDA
3) We provide you with the source code of the application to be migrated
4) You quote us a fixed price for the migration plus a roadmap with at least 2-3 intermediate milestones.
