Build a nice HTML split screen to show Table of Contents and selected Contents

I have a Table of Contents HTML page that is just a whole list of links (with some plain text headings mixed in) to other HTML pages that I also have.

I need developed a nice looking split page ([login to view URL]) that will put the Table of Contents HTML in the left panel, and whenever one of the links is clicked the corresponding page will be displayed in the right panel.

When [login to view URL] is loaded, the initial page to be displayed in the right panel shall be a fixed static page. e.g. '[login to view URL]'.

Both panels should be scrollable if their content doesn't fit.

As mentioned, this should look nice and modern so you'll need to develop the CSS. Do not use deprecated code.

Ideally this will be mobile friendly/responsive, but not critical.
