video script for viewing camera on Mobile phone

Hello to everyone. I am looking for a developer to help e with a HTML or video script to implement into my existing camera view of the HTML CODE. I have the camera HTML page hosted into a WiFi WEB-SERVER module. The camera is connected to the same network as the WEB-SERVER is also. I could only view the camera locally when I am using or connected to my local network. The ISSUE is that when I use any phone (OIS/ANDROID) to connect from out from my local network or when I am using my INTERNET SERVICE PROVIDER or PHONE INTERNET from the phone service, the camera image is not loading on my phone.
Basically, what I need is to view Camera images using any Internet browser on my phone and able to see or manage this camera. also this should be from any PUBLIC location or from any Country.
