Local recommendations mobile app

Job Description:
Get Rec’d is an app that allows users to get the best recommendations for local restaurants and places to go for free. They start off by entering in what they are looking for, how far they want it to be and for when they want to be there. We then put this request out in our database for someone to give a good recommendation based on their food experience (known as a Rec’r). The first person that responds to them gets the posting. After a recommendation (known as Rec) is approved, the person who submitted the request (known as Rec’d) will be prompted to give a tip to the Rec’r.
Functionality needed
- Signing up/Loginning in with Google, Apple, etc.
- Approval system for sign-ins
- Chat system between types of users
- Yelp/Google business lookup (directions, phone, images, etc)
- Payment system (in the forms of tips) using G Pay, Apple Pay, and manual card entry
- Payout system via Venmo and Cashapp
What needs to be developed
- App for users to use and sign up with
- Server to host everything
- Web interface to manage backend aspects of the app
What will be provided upon agreement with freelancer:
- 20+ page wireframe for app
- More functionality layouts
What I am looking for in a developer
- Can communicate via calls with good English
- Responsive within 2 hrs of writing
- Excellent documentation skills
- Ability to commit to a Git repo with all actions
- Commenting in code must be consistent
- The ability to work on an hourly basis afterwards for updates
