Microservices Architect for Building API

We have rest Apis which needs to call from microservices . We need a person who can implement a microservice structures with our existing rest API.
The Microservice should have a solid failover mechanism with capturing logs of each request.
We are using Spring and Hibernate Framework for our REST API which is build in JAVA.
Microservice Architecture with a proper documentation is also required.
