Build a custom visualization in Google Data Studio

Job Description:
We are a attempting to create a dashboard to manage and monitor a set of skillsets.
The matrix we currently have is built in sheets but is difficult for the end user if anything needs to be changed, removed, or added as it is all dependent on linked formulas.
We are exploring the use of Google Data Studio to render the matrix. We would need a custom visualization
Please see the attached for a sample of the display we would like to have built and a sample of the type of data that it would be reading.
We are open to artistic input/suggestions, but it must display the data as shown.
We will also need to know how the data should be configured (if different than sample)
