Looking for an affordable + experienced JS developer to work on front-end task

I need a JS coder to help me create a English Test simulation ...
( need JS code to drive the process .... )
UI is ready...
Important:
1) the reference website required IP address in China to view,
the coder need to be willing to use VPN to see the reference site ...
if there is a cost to it I will cover it ...
2) The coder must have a clean coding and commenting habbits ***
The job is simple...
It's playing mp3 file, showing text, timer counting down... web recording (the recording js is ready to use)
Last step is to upload the recorded file to the website (per user per post)
This require WP knowledge... if you can't do this part is fine, I will find someone else for it ...
I am looking for someone affordable (reasonable charge.. doesn't need to be cheap..just reasonable ) for long term front-end JS work and WP work
