Create a complete TextPad mode for emacs or gvim on X on Linux.

I need a reasonable emulation of the commercial full-featured MS-windows-only text editor TextPad, implemented on the X Window System on Linux. I believe the best way to do it would be to build a translation layer on top of gvim or xemacs, but I could be convinced of another approach. Emulation has to be good enough that people with Textpad muscle memory feel comfortable. Same window, tab, and cursor behaviors, same keystroke responses.
