296137 PHP Install Correction

I have installed a PHP script but you cant register, you fill all details in and click on a confirmation email, then you get an error saying that the email address is already in use or that i have signed up before.

There is nothing in the mysql databse to say this though, need this fixing yesterday, keep getting let down by programmers that promise they can do it when not, will only pay after successful testing.
