I am looking for the development of the following, which I anticipate to be priced withing the medium sized job range, but will consider all bids: - SIP based outbound dialing capabilities that will make outbound calls to a list of phone numbers provided on a batch basis. The dialing should (1) be manageable in terms of date/time and capacity constraints, (2) have some version of live/answering machine detection (important), and (3) support an interactive outbound message in which the recipient may answer a prompt with DTMF input. - In addition, I would like an inbound IVR application to compliment the above that (1) accepts account input (DTMF), (2) accepts list identifier input (DTMF), (3) allows the caller to record and approve/re-record a message, (4) accepts delivery instruction input (DTMF), and (5) reconciles with a master database to either confirm/reject the requested calling batch.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
(3) Completed work will be assessed with respect to the demonstrated ability to meet the requirements in a pre-defined statement of work, including all necessary features and functionality.
Inclined towards Linux but open to best way of completing.
