Faq page in 3 languages

Job Description:
Hi Freelancers,
Because we are overbooked at this point we are looking for some-one able to do a quick job and help us out with a faq part for a website we're building.
I attached a pdf in attachement showing you what we need.
A language selection page.
A basic page with 3 links : the first two links should point to a pdf, the third to a faq.
The faq should be easy to use for a user - and easy to edit for an entry level IT/scripting knowledge person.
Best case scenario you make a simple template structure that can be copied and re-used without much fuss.
This will be placed in [url removed, login to view] .. so we need an [url removed, login to view] with everything needed to make it run from there.
I will give you the exact location when you start working because you need it for the pdf's.
I will allso provide both logo's.
