Creation of a Web Service / DB Export Utility - repost

Im need of developing a wrapper for a web-service that will make some API calls to download data into a text file (JSON format), and optionally insert into table. The program will process the data and will generate some additional entries during the inserts, using some value mappings from the settings file.
Also, need to write a service / utility to export the data from the table, in a specific format, and some filtering options. The service must be configurable by reading an xml config file, for specifying an api key, uri, target db, and some additional data settings for the import / export. Will provide export format details.
