Hello we require an eLearning CMS to be developed. We began to develop this project in the past and then had to stop it so now we are ready to resume. The coder can either continue working from the existing script which is about 70% complete or choose to start over.
The site will be coded in PHP and run MYSQL. The site should also make use of smarty template engine.
The successful coder will have an opportunity to develop an ongoing relationship for future work and updates which we are already planning. The opportunity also exists for a maintenance contarct to manage two of our largest websites which have thousands of registered users.
Please submit a bit on an hourly rate and for successful coders i will send a detailed 10 page PDF of the site required and a username passwd for the existing site for comparison purposes.
The website consists of developing an online eLearning CMS that has a number of components to it including a complete user management system, a learning library, virtual classroom, ability to create/track quizes and exams, online course forums, etc.
Please bid an hourly rate based on the fact that the site will probably take 50-75 hours if done from the existing platform and about 100 hours if done from new.
We will finalize a bid once i see your review and hourly rate and once you've had a chance to review the project description in detail.
Please note preference will be given to coders that work alone, have a high feedback and can provide proof of winning large CMS projects. Communication online via ICQ/MSN is crucial during Eastern Standard Time Zone.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
