Software for handle groups and members

I need to create a software that need to run on a Windows pc (let's call a server) that create a webpage accessible from tablets.

- All have to work under wifi because it can be possible that no internet connection is available

- The program need to have admin and guest access

- The admin can create groups and members guest can only see

- The members must be dragged and drop ahead and back between groups

- They have to be alphabetical ordered automatically when in one group

- The program must have a inner cron that change the color of member tiles after X time (set up in the admin console in the server)

- The server program must have a self installer (can be possible that the final user is not used to work at computer so it must be the most clear possible)
