I am looking to have a voting system developed
(possibly could use a free, but open source system already out there?).
How would it work?
A voter would vote on a list of one or more admin editable agenda items.
The agenda items will have two additional admin editable fields such as Pros and Cons.
1. Do you want to have a sculpture developed?
Pro: cost $200
Pro: grant partually funds
Con: tourists wont like
Con: long time to make
Vote: No or Yes
1. Do you want to live in the woods?
Pro: Free living
Con: Poor Shelter
Vote: No or Yes
There will be three ways to sign up,
one you can vote with just your email as a regular user
Two you can vote with your email and phone number for verified access.
Third, you can vote with your email, phone number and a check of a comma delineated list of names and addresses from the city election database that will need to be imported and be able to be updated by admin, so that people can be advanced verified access.
Admin would be able to create a new list of polls each time, so one day there may be 2 items like above or the next day 10 items, and all would have to be saved and be accessible by the public on the internet.
After each vote a tally is given of the votes and users can separate results into all votes combined, verified votes alone, regular users alone or advanced verified votes.
Needs to have a backend so I can add new polls, edit polls, and upload voter database form city

I can develop your voting system in PHP. I can handle the regular and verified access, but how can we find data for advanced access? Please initiate a chat to discuss this in detail. Thank you.
Excellent experts here. after user register with their email and phone number they can vote all or there is any restriction for vote and comment ? looking for your reply. thanks.
