Build my Website, Complete my Wordpress Site with Listed Features

A Marketplace Section, An Auction Section, A section That i can Host Raffles, Im looking to build a combination of Wish, Ebay, and My own style Raffles that i currently host on Facebook, I would like it all to be integrated so that, once the spots are full, the entries can pay for their spots, then Somehow integrate something like [login to view URL] into my website to generate and random winning number, that the participants can watch, so theirs no concerns of cheating. I also want to use Dokan for a multivendor style marketplace, where they can apply to be sellers. and host there own auctions, and Post on the marketplace. Dokan Addon and auction addon are currently already in my wordpress. I would like the site to be completed without Products. All of the Categories, sub categories, child categorys that venders can post their products too, as well as customize their vendor page through Dokan. Pretty much a completed website ready for me to then add my own products and begin hosting raffles and such!. Previous post below, might help out with a little better understanding- I also would like the site to be Mobile compatible because i will be creating an app that will natively run this website within.
I currently run an online business on shopify, and Ive decided to expand a little bit. I'm going to open a marketplace, Where others can also apply to be a vendor and sell. I've also added the woocommerce auction plugin so that people can host auctions as well. I also currently hold raffles within the Racing Community on facebook "separate from my website". Example: I may raffle off a Racecar part,. Well say 20 Spots at $10 a spot and whoever wants a spot would comment and get that spot. Incase the raffle didn't fill. I wouldn't take any spot payments until it was full. I'm hoping someone can design something to fit those needs for me. Allow people to choose the spots they would like if they have an account to my site and once the raffle is full then send it hem a notification to pay for their spots or auto charge them if they have a card on file. So when doing the raffle I would like something similar to the [login to view URL] generator integrated into my site so that the entries can watch the winning number be pulled randomly so theres nobody questioning it. So it's as fair as possible. I currently Started wordpress hosted by Bluehost. With the Woocommerce e-commerce addon,. Woocommerce auction plugin and the Dokan multi vender plugin as well. Anybody think it's possible to get me where I want to be? I want all the product categories as well as child categories that ebay has added to the marketplace.
Who's ready for this task? If it's not gonna cost a fortune. I'm just getting started so I'm on a budget. If the raffle section isn't quite possible just let me know.
Website Theme something similar as to whats attached, with all the Categories and Sub Categories, Along with an Auction Section, and Raffle Section Added, This website is Nothing, somehting i started a long time ago and never went forward with it. but if you would like to go to it to see some ideas or something, it is.
