E-commerce and Classified website in one.

I want to build a fusion of classified website and e-commerce website from scratch using php, html5 platform in a very low cost as possible.
Important things in short required in my project:
Very clean and user friendly site, where I can run adverts for site earnings,
I want all users to have their own dashboard to keep the record of their listings as well as purchase history. Additionally, The sellers account should also have automated account system in order to keep their transactions and customer care smoothly.
I want the users to review all the online ordered items from our site and provide some sort of loyalty points.
Multiple search filters should be made in order to ease the search of the users and also the items the users search which are not on our site should be forwarded to admin searched words email so that we can add these items in our site in future.
Admin must have rights to block the users, or handle the complaint by viewing all the transactions from the complaint and take care of it.
All users are free to search and check if the items are available, they need to log in in order to purchase the items.
More features like telephone directory search should be withing the classified site, so that whenever they search it will display in the screen.
One of the banner on the main screen should have admins messages which can be updated by admin.
It should have accounts like, super admin (me), admin (It staff), Seller, Buyer (normal account)
Out project should be mobile friendly as well as we need at least android app on first project launch.
All features can be minimized to reduce the cost price at the moment and will be added in the later updates.
I want you to decide what features to be added in the first launch of the project.
