C# - Convert PHP App into C# Desktop App

App has 2 part: Admin and user side
1. The PHP files and database.
2. There is a VERY small app that goes with it that is 1/10th of the size that helps users keep track of the leads they submitted as well as what the admin says.
3. I have all PHP files and both databases.
Need this in WPF only.
About program: Admin uploads email addresses to send to the sales people who sign up. The sales people take these emails and send them business offers through email. SMTP/IMAP sends emails from the admin side and IMAP reads to see if the sales people replied.
