Custom OpenCart Module (FFL Dealers)

Job Description:
I am looking for an OpenCart developer to create a custom module.
Here are the details:
The point of the module is to add an extra checkout step if any products are listed with an attribute of "FFL Dealer Only" and is shipping is set up any delivery options expect local pick up.
Admin Details:
Enable/Disable the module.
Change the Attribute it looks out for to see if it must be selected. (Example attribute "FFL Dealer Only")
The ability to add/edit/delete records from the list.
See the selection on the Order.
Google API Key for use of Geocode data that will be used to convert the Zip code search into lat/long coords.
The ability to upload a CSV file to update the database of entries.
Checkout Details:
If the module is enabled and a product with the selected Attribute is detected and shipping is not set for Local Pickup is will add an extra step to the checkout.
Step title would be "Select FFL Dealer". It would be a search by Zip code and Miles radius which will show the top 15 returns which would all be selectable and required to complete the checkout process.
Table list will include... Company Name, Full Address, Hours, Costs, Content Number
The Company Name, FFL Number and Contact Number needs to be included on the Order once processed.
Database Details:
I will include a CSV file with example details of the data that will be used for the search and admin back end.
