Mega Map project for a game

We are developing a map online with a background image and looking to place icons on top of the jpeg graphic which has links active to the icons on the screen worpdpress php css . The problem is the icons and image are rnot scalable and we are not sure what we need to do to fix this simple issue in wordpress. the icon needs to be pinned to the background in some way.
