Mobile App with PHP Website

Hello,
I need an image recognition mobile app for Android and iOS. There are some libraries at GitHub for image recognition. The project is, when you hold the camera to an item for the example water bottle, the app should print a string on the page immediately. The image database should be expandable from the Admin Panel.
At the website side, it should be a simple search engine from MySQL and Memcached (because all content is static), for example, the water bottle again. when someone types a "water bottle" to the search engine, the system should show an image.
Maybe the front-end system will be a WordPress and it will be easier for coding and think about security and some other stuff at the developer side.
I will provide mockups for UI/UX before start with jpeg or PSD, I'm not sure right now but just in case, you can also add this cost for, from jpeg to UI/UX for web and mobile and cost for, PSD to web and mobile UI/UX.
P.S.: Website compatibility with new themes and is it will be a WordPress for the core system, it will be really fine.
And also when the job is completed and everybody is happy, the source code should be delivered to my side with very well documented.
