The detail of this project is commercially confidential and we are not willing to disclose too much before we have shortlisted suitable developers. As a result you will not be in a position to quote a final price at this stage. This project is not suitable for freelancers working completely on their own or large corporate companies. A good working knowledge of English is essential and some overlap in working hours with Central European timezone.
The App will be similar to the OpenStreetMap App client in that we expect it to display "tiles" that it will obtain from our "tileserver". The tiles may contain map or plan style information but the tiles will mostly contain graphics of buildings. In a sense the Project and the Apps are a combination of Google Street Maps and Street View but for a very specific purpose.
The graphics will contain hotspots where the links will instantiate a modal popup or another tile. The system will be completely dynamic. We will be responsible for the storyboard and the 10 directions that a user can take to move from an existing tile to another.
The Apps will need a side menu and additional pages of static information. The App must be multi-lingual. The App can be responsible for the multiple languages using mustache templates or receive already translated text. Thought needs to be given about the different sizes of languages but we see no requirement for RTL in the initial project. The preferred form of communication between server and client should be compressed and encrypted JSONP, XML or anything else considered suitable. The Apps will contain elements of ecommerce in the sense that things will be bought and paid for with PayPal and CreditCards via the App. The Apps do not need to accomodate any 3rd Party advertising.
You will observe that the App requires little in the way of UX design. We seek good developers/programmers rather than graphic designers.
The Team that we choose will have an excellent approach to Project Management and can demonstrate that they can deliver on time and within budget. We expect the source code from which the App is "compiled" to be well documented. There are always bugs in any code and there will always be alterations. The Team will be expected to manage the Code for a couple of years after initial delivery. The Team will be expected to contribute to our Project Management and Ticket system.
