Show only own posts and admin posts on Front end in Wordpress

Job Description:
I need a solution to show only the own posts and the admin posts in the frontend of wordpress ([login to view URL]) when an author is logged in.
In my left menu I have widgets/menu which link to admin form posts. These widgets/menu should also be visible for an author.
So lets say I am logged as author (username:frank) in on Front End. In that case I should only see the posts of the admin and the user "frank" . All posts of other authors shouldn't be visible.
