Here's the program which should be pretty simple to a regular programmer:
User will write 10 numbers (from 1 to 25) which will be saved in an array. After the user has chosen some numbers the game will begin.
7 numbers (from 1 to 25) will now be randomly selected. Every number will checked if it matches the user's numbers.
After that, the results are shown for example "You got 4 matching numbers out of 7 "
Let the user play many times. Save the "matched numbers"(result number) in a list. For example. User got 3 matching numbers the first time. 3 will be saved in the first position of the list. You can create this list in a method. When the user stops playing, the overall statistics will be shown (printed)
Don't let the user choose a number twice. The 10 numbers(bingo numbers) have to be diffrent from eachother.
The randomly selected numbers also have to be unique. For instance if a randomly selected number has already been selected you can "ignore" the number and let the program randomly select another number
If the random numbers have to be different then they will also have to be saved in another array.
To compare every number in both arrays you can do a loop such as this.

foreach (int ball in random_number)
foreach (int number in chosen_numbers)
(if number == ball)
nailed_it = true;
if (nailed_it == true)
// Code for matched
// Code for failed
nailed_it = false;
Use "for" or "foreach"-loops.
Remember the code has to be BEGINNER level. So I can understand at least some of it.
I forgot. The program only has to work in Visual Basics, as in CMD.exe (Command Shell). You don't need to make graphics or other stuff. It's just the code.
