Simple PHP script require.

Hi, I need a simple script that does the following.
Submition form:
4 slots for browse to upload 4 images:
Titles:
Discription:
URL:
After submission:
The listing will show up on 2 pages, one on the tour page and one in the members page. The only difference is the members page will have a link leading to the content. The tour will have a link to the signup page.
-the 4 uploaded images will be automaticly resize to a set dimension and linked to the original image.
-have a tag that say "New" for new submissions, the tag will stay for 1 day.
-new submission appear to the top.
Admin:
-Able to delete listings and making it invisible on the main and members page but still visible in the admin.
-able to set how many listings are on each page.
