Web Tool to Convert GIF to XLS

Hello!
About 10 years ago we built an internal tool for a client that creates artwork from various things (rubix cubes, crayons, pencils, etc).
The tool we built for them took as input a formatted GIF image, ran it against a palette file and outputted an XLS file for their assemblers to use a guide to create the artwork. Please see sample files attached.
We originally built this in PHP5 and utilized a XLS library to output the files. The application, due to mandatory server upgrades, is no longer fully functional. We are looking for a developer to rebuild the application in modern PHP to achieve the same functionality.
Aside from the actual XLS generator, there was the ability to view the previously uploaded images, download the palette files uploaded and download the previously generated XLS. We want this same functionality.
Essentially, we want to rebuild exactly the current application.
I can provide access to the old application so that you can see exactly how it works (though it fails at the final step).
Any improvements you could suggest would also be beneficial.
