Create a prestashop plugin to recover abandoned carts via whatsapp

Hi,
I would like to create a plugin for Prestashop 1.7 to recover abandoned carts via WhatsAPP.
That’s how it must work:
1) client writes his details in cart or checkout (including his mobile phone number)
2) client abandon my website without paying an order or without adding a product in cart
3) plugin detects the phone number of the client adding or removing the correct international prefix (in italy is +39)
4) plugin automatically sends using whatsapp API a message to my client using a default message (including details about product abandoned in the cart and how we can help him to finalize the purchase).
This kind of plugin already exist for woocommerce but not for prestashop.
